The question is which settings would that be? I have AdBlock in my browser but that's a different window than the launcher, what setting in windows could cause this to not work?
I tried multiple stuff including disabling anti virus, anything I can find remotely close to this issue involves code, honestly can't do much since I don't know any Renpy.
I googled and it looks like some people experience issues when they try to open URLS in fullscreen mode. I never play in fullscreen mode, so I've never actually experienced this.
If that doesn't help then there's not much I can do , I'm afraid the issue seems to be localized to your particular device.
You can also try visiting the Ren'py discord to report this issue, as it may be something the developer of Ren'py needs to sort out (or even a known issue).

I can open it and browse the games but clicking on play or learn more doesn't work (Win 11)

You'd have to do some google research. I've honestly not heard about this happening before.

When I downloaded it, and Extract it, and pressed on the .exe on, it didn't do anything
